The pre-MOU MOU

 Richard Banks assures the CPAC (Comment on DOS-2014-0008-0001 - 14th May 2014):

Law abiding collectors have been respecting the MOU with Egypt since the early 1980’s.

Since there was no such thing in 1989, I think we can fairly say Mr Banks has not the foggiest idea of what he's talking about.
